Description

ProtAnnot should only close on file open cancel when there are not loaded gene models

To reproduce:
-Open ProtAnnot without selected a gene model.
-Choose a paxml file
-Choose open file, then cancel

Testing for this issue included:

-Verifying that PA does not close when canceling file chooser if there are active PA windows.
-Verifying that PA DOES close when canceling file chooser if there are not yet any active PA windows.
-Verifying that paxml files can still be opened in PA appropriately.

Since this issue is resolved it will now be closed.
