Dragging toolbar icons should not trigger the toolbar action

          Description

          *This issue only happens on Windows and Linux (not on Mac).

          When a user tries to drag a toolbar icon to a different position on the toolbar, the toolbar's action is triggered and may prevent the user from viewing the region of the toolbar they want to drag the icon to.

          The action gets triggered when the dragging of the icon begins, not when the icon is clicked.

          This issue only happens on Linux and Windows.

              Testing for this story involved:

              • Verifying that dragging toolbar icons does not trigger the toolbar action under any circumstances. Only clicking the icon will cause the action to occur.
                -Verifying that the toolbar look and order have remained unchanged.

              Since this issue is resolved, the story will now be closed.
