Grab-drag hand zooms in when double clicked, but the zoom stripe (and image) do NOT move to new location

            Description

            Set zoom stripe with arrow. Zoom out. Activate grab hand. Double click in new location. Image zooms in to original zoom stripe location. It does NOT zoom to the newly selected position. Also, zoom stripe remains exactly where it was, it does not move. Either get the zoom and zoom stripe to go to new location or inactivate the double click zoom from grab hand.

            Tested on branch v. 7786
