Pref > Shortcuts: Certain toolbar icons only show in toolbar AFTER preference menu is opened

            Description

            Windows v11943

            When activating certain icons and restarting IGB they do not show in the toolbar until the preference menu is opened.

                  These icons (actions actually) are for the preferences panel only and should not be added to the main IGB tool bar. However, there is not (yet) a way to flag actions in the preferences shortcuts tab as inappropriate for the tool bar. So the bug should probably not that they get added to the tool bar late, but that they get added at all.

                  Fixed.
                  Now these actions are no longer assignable to the tool bar.
