Graph> Y axis Scale>min max boxes using decimals but reporting as integers

To reproduce, set min to the same number as max for a graph. see that you get an entirely incorrect number...

ie if max was 100, and I set min to 100, it will reset the number to 999. Obviously it is supposed to be 99.9, but it is being incorrectly reported.
