IGBQuickLoad server refresh does not work, data set names don't change after edit annots.xml file

This still is a problem - I noticed it with a data set configured to load in whole genome mode.

To repeat:

Create a QL site, add genome with annots.xml
Made a data set that is whole genome load mode.
Load the genome, watch the gene models load.
Edit the annots.xml; give the data set a new title.
Refresh the server.
Everything in IGB updates except the track label.
