opening and closing side tabs causes vertical zoomout bug

      This affects IGB 6.5 also

      Description

      This problem is bad when user has many tracks on display and has worked hard to set up the IGB display to show a particular sub-region of the vertical space.

      What happens is:

      If user clicks the Current Sequence (or Restriction Enzymes) tab, causing the map region to change its horizontal dimension, IGB "stretches to fit" the entire region forcing all the tracks to fit into the available vertical space.

      Resizing the window does the same thing.

            Horizontal: Works fine, but the image still 'creeps', ie if you open and close the side tabs many times in a row, the image zooms out a little each time, more 'side' annotations enter the view. Minor but annoying.

            Vertical: So much better! But can we ALSO 'lock' the vertical scroll bar, so that if the bottom tabs are closed, and the vscroll is set to the very bottom, when we open the bottom tabs, the vscroll is STILL set to bottom, as opposed to jumping up to the middle, ie the image doesn't move, but anything at the bottom of the image gets' covered' by the newly opened tabs - can we make the image keep the same vzoom, but 'jump' so that the bottom of the image is always the bottom of the image frame...
