how to handle "info" links to igbquickload when server is down and using mirror

Many "url" attributes in annots.xml on main IGBQuickLoad site start with http://www.igbquickload.org/quickload

If IGB is using a backup site (because main site is down) and user clicks hyperlinked "info" buttons in Available Data window, IGB should be smart enough to replace "http://www.igbquickload.org/quickload" with whatever the address of the backup quickload site is.

Otherwise, the links will be broken if the main site is not responding.

Alternatively, we could write a script or something to modify the URL attributes in data sets in hosted on the mirror site to point to the mirror instead of the main igbquickload.org site.
