Deleting the only unlocked track will cause IGB to act buggy

            Description

            IGB allows all tracks to be locked except for one, but it doesn't prevent the one unlocked track from being deleted. When that track is deleted then all the tracks in IGB are locked (which shouldn't be possible).

            This causes the program to act rather buggy.

            To reproduce:
            1) Load several tracks in IGB.
            2) Go to the annotation tab and choose "Select All".
            3) Once all the tracks are selected choose to "Lock Track Height".
            4) All tracks will become locked except for one; delete that one.

            Observe:
            IGB will act buggy when you attempt to move the vertical zoom slider.
