Unable to use NCBI-BLAST right click option, error.

          Description

          When using NCBI-BLASTx or NCBI-BLASTp options in the right-click menu on annotations, an error prompt shows the message:

          Server returned HTTP response code: 403 for URL: http://blast.ncbi.nlm.nih.gov/Blast.cgi?

          This is a valid URL, can be c/p into a browser and routes to the NCBI website.

          This issue was found while investigating failing tests in issue IGBF-1142.
