Enable IGB to open ftp URIs ftp from info button link in Available Data sets tree

          Description

          If an annots.xml file contains a link that starts with ftp, IGB fails to open it the correct link.

          Ex)

          • open S. pombe (fission yeast) May 2012 genome
          • click "i" icon in Available Data sets section of Data Access panel
          • observe IGB tries to open this url:

          http://igbquickload.org/quickload/ftp://ftp.sanger.ac.uk/pub/yeast/pombe/GFF/

          Note that the annots.xml attribute "url" is "ftp://ftp.sanger.ac.uk/pub/yeast/pombe/GFF/"

              My testing of this story indicates that it is now resolved. All Info button links at http://lorainelab-quickload.scidas.org/IGBF-1385/ are opening, as expected, including the FTP url mentioned in the title of this story. Additionally, all other links from other IGB Quickload sites seem to be opening to the proper Quickload page. Since this story is resolved, and there seems to be no side effects related to this change, the story will now be closed.
