IGB-CyVerse load data without genome

          Description

          Situation: The IGB-CyVerse bridge uses similar logic to BAR/Galaxy. However, CyVerse does not assume there is genome metadata associated with data.

          Task: Update code in IGB to allow for non-genome associated data from CyVerse.

          Important file: BookmarkUnibrowControlServlet.java
          Important method: loadUnknownData

          Note: Will need to make sure does not break the Galaxy/BAR logic.
          Note: At some point we need to refactor the servlet code used by Galaxy/BAR/CyVerse.
