Make index files public automatically

          Description

          Situation: BAM and .gz files require an index (.bam or .tbi) to view in IGB. Currently, within our BioViz-CyVerse implementation, the user has to manually make the index public in order to view.

          Task: Make it so that if a user makes a file public, and that file has an index, the index is automatically also made public at the same time. If the file is made private, the index is then also made private automatically at the same time. This should apply to .bai and .tbi indexes.
