Improve collapse and expand track icon

      Description

      IGB tracks contain a "collapse/expand" icon in their upper left corner. Currently, if a user mouses over the icon, the curser does not change. So there is not way for the user to notice that that the icon is clickable and can change the display.

      We've noticed from observing users that they rarely discover that they can collapse a track. Worse, sometimes they click it by accident, thus collapsing the track. It's very confusing when this happens because they don't know what just occurred.

      Let's try to make this more user-friendly - it's a very useful feature.

      To improve usability, let's try this:

      • When the user positions the mouse directly on top of the collapse/expand icon, tooltips should appear.

      "-" tooltip should read: "Collapse everything in the track into one row."
      "+" tooltip should read: "Show everything in the track up to the stack height."

      • Change to the selection cursor (extended index finger) when user mouses over the collapse/expand icon.

          As per my investigation - It is a bit tricky doing the above changes since it is clashing with the existing logic for glyph tooltip logic.
          I might need some suggestions here as to how to go about this task.
