Remove OBR index build from repository

          Description

          Now that we are no longer using the IGB project repository to build Apps, we can remove that part of the build logic from the POMs.

          Module "main" contains logic in the release and development profiles for building the optional and development plugins.

          This task is to remove this logic from main and parent POMs.

              To test:

              • Check that default, IGBF-* topic, release and master branches can all build in bitbucket pipelines.
              • Review the code - check there are no longer any mentions of optionalPlugins in POM files.
              • Check for mention of any profiles that were removed as part of this merge

              Note: Please ignore developmentPlugins for now – we are dealing with these in another ticket.
