Document how to use Felix Web console during development

          Description

          Now that we have felix web console added to IGB, we need to create some documentation explaining to developers how they can use it.

          A short version of this should probably get added to the top-level README.md file for IGB.

          A more detailed version (in Powerpoint format?) should probably get added to the appropriate module in the Canvas course (see BioViz.org "For Developers" link).

                There are no open PRs on the team repo. Check the target repo for the PR - might be your fork.
