Ensure submission details page buttons are not cut off

          Description

          Change the submission details page so that the submit/cancel buttons are not cut off by the footer on smaller displays

                Problem is that the footer (black bar) is "sticky" – it is always on-screen.
                Thanks to this, important content gets hidden – buttons, text, etc.
                Please change this to a footer that can be scrolled with the rest of the page and not permanently stuck at the bottom of the browser window.
