Fix: Gene models disappear when track is locked and collapsed

      Description

      When I lock the track height on my gene models track, and have the track collapsed, all features disappear. If uncollapse it, then the models are scrunched within their space, but they are visible. Or, if I unlock it, the track is scrunched, because I’ve made other tracks large, and without being locked this track is made really really tiny—but the models are visible.

          In my testing this is only reproducible on the negative strand tier, unless the track is combined into a single tier.

          I did some testing and find out that problem is not only with the negative strand tier. It is with the tier at bottom. If we move positive strand at the bottom then that tier is also facing this bug.
