Looks like best practice is to clone one's current Jira and then upgrade that. Don't do anything to the live version of Jira.

Our plan:

Clone current Jira on a VM of sufficient size and power to host a Jira 8.9, keeping track of all the steps needed to do this
Attempt to upgrade the clone, keeping careful track of all the steps needed to do this
Test the upgrade - e.g., make sure attachments added recently are available (this broke the last time we upgraded Jira)
Be able to repeat the above in a very short time period to reduce down time
