Investigate: collapse button conflict for (+) and (-) tracks

      Description

      Upon opening the human genome in IGB, the user sees two tracks:
      "RefSeq Curated ( + )" and "RefSeq Curated ( - )".

      If the collapse button is used for one of these tracks, it switches status from "-" to "+" for both tracks, even though one of the tracks is still expanded, since the collapse button only collapses the track it is present next to.

      In order for the user to collapse the second track after collapsing the first track, the corresponding collapse button for the second track needs to be clicked twice. The first click switches it to ( - ) and does nothing. Then the second click switches the collapse button back to ( + ) and collapses the second track.

          Observation made : selectedTiers (labelmap.getSelected()) in getSelectedTierLabels (TierLabelManager.java) is empty during collapse and expand action.

          [~aloraine] - I wasn't not able to track down as to why the labelmap.getSelected() is empty. Any suggestions?

          I'm not sure, but I think the issue has do with the fact that a user can collapse or expand a track even when the track itself is not selected.
