          Description

          Situation: The Upload by URL option under the +New button in BioViz Connect does not appear to be wired up.

          Task: Implement the Upload by URL functionality so that a user can enter a URL and the file will be uploaded to their current BioViz Connect page.

                When I try to Upload by URL in BioViz Connect I see: "URL Error: Please check the URL"

                I tried the following two URLs:
                http://igbquickload.org/quickload/A_thaliana_Jun_2009/TAIR10.bed.gz
                ftp://ftp-trace.ncbi.nlm.nih.gov/giab/ftp/data/AshkenazimTrio/HG004_NA24143_mother/10XGenomics/README_10Xgenomes.txt

                Both uploads are now working.

                I would like to change a few things for usability:
                1) Add text to inform user that they should receive an email once the upload is complete (or has failed), and that they can then refresh the page to see the upload.
                2) Extend the time before the middle panel refreshes after the upload is scheduled by a couple of seconds.
                3) Remove toast from middle panel as it disappears as soon as the middle panel is refreshed.
