Moving back to "To-Do"

Finishing up implementing the suggested changes today.
I will leave out changes that are more superficial, like updating the images, in order to save time.

I was able to get through most of the changes today. I estimate that there are only a couple of hours left on this one to complete the necessary changes.

Changes to the Release Testing documentation are complete as outlined in the google doc.
Most changes are minor clarification additions. The most major stand-alone change (that doesn't have it's own ticket and review) was made the the installer subsystem page.

Since these documents will likely be walked through in the next couple weeks, and Dr. Loraine and Dr. Freese have met with me about the potential changes multiple times, I don't feel that review is strictly necessary beyond potentially the installer subsystem change.

Changes were:
Page is split into pre and post release testing.
Instructions added to test the Pre-release installer: do the master branch installers work on all os for the version we are about to release?
Added info on what this testing is trying to accomplish.
Added info on completing the post-testing after release.
Horizontal line added to separate pre and post testing sections.
Post-release installer and update testing has the same instructions as before but now we are testing the updater for the new version. (install and run old version (9.1.6), see that automatic IGB Updater appears, it installs 9.1.8 correctly)
