Hide non-IGB file type metadata

          Description

          When I right-click on non-IGB files (e.g., python notebooks) and select "Meta-Data", the right panel appears with metadata that does not make sense for the file type.

          See attached.

              The metadata options should be limited to filetypes that are visible in IGB. Folders and non-viewable in IGB files should only allow for editing of the Comments box.

              Karthik Raveendran - Please also hide the IGB Track Name (Optional) field in the MetaData for filetypes that are not visible in IGB.

              Changes have been made so that the "Track Name (Optional)" will be hidden for non-IGB files
