      Description

      Situation: A user on the IGB Google Group page was unsure why their Wiggle file appeared to be off by one in IGB. This was due to Wiggle being 1-based and IGB being 0-based.

      Task: Add a brief discussion with images to the IGB User's Guide explaining that IGB is 0-based, with the first base considered coordinate "0".
