Fix BioViz Connect no default foreground/background color in metadata

          Description

          Situation: When a file in BioViz Connect has no metadata (no AVUs) and a user clicks View in IGB the foreground/background URL parameters sent to IGB contain no default color values. This caused an issue in IGB that was addressed in IGBF-3183 but we should also avoid sending blank values from BioViz Connect.

          Task: Send default foreground/background color values when a user clicks View in IGB in BioViz Connect and the file has no metadata.
