Increment version on master branch to 9.1.12

          Description

          Now that 9.1.10 is released, we need to increase the master branch version for igb.

          Increment IGB version to 9.1.12.

                Used this command to update pom.xml:

                find . -name "pom.xml" -exec sed -i "" "s/9.1.10/9.1.12/g" '{}' \;

                Installers are built and deployed to https://bitbucket.org/aloraine/integrated-genome-browser/downloads/.

                To test:

                • Download IGBF-3215 installers
                • Run installer
                • Observe that the main IGB window title should be IGB 9.1.12 instead of IGB 9.1.10

                Moving to "needs first level review."

                Code changes have been reviewed.
                The main IGB window now shows 9.1.12 as well as all other areas I could find the version name, including the "About Integrated Genome Browser" window.
