Investigate updating ProtAnnot to R6 annotations

          Description

          Situation: We are currently trying to update IGB to use more recent declarative services annotations (R6). As ProtAnnot uses the older annotations it may be interesting to try to update the annotations and see if they work in IGB.

          Task: Update the declarative services annotations in ProtAnnot. See if ProtAnnot builds and if it runs in IGB 9.1.10 and main-JDK8.

                Working on main-JDK8 but does not work on release-9.1.10. If I put the maven-bundle-plugin at version 3.3.0 (no higher) and osgi.cmpn at 5.0.0 (no higher) it works on release-9.1.10 and main-JDK8.
