      • Add open JDK requirements and build instructions to the README file of htsjdk-igb 3.0.0
      • Mention how to develop newer versions of htsjdk for future contributors

          Testing:

          • Change "Look for htsjdk-igb-.jar in the build/libs folder." to "Look for htsjdk-igb.jar in the build/libs folder."
          • Change "are changes in build.gradle file (to uses it as OSGI bundle)" to "are changes in the build.gradle file (to use it as an OSGI bundle)".
          • Can you take a look at the 2.16.3 readme? I think we worked off of 2.16.2 and there are some differences in the build and deploy section of 2.16.3. For example, we may need to include gradle install and gradle deploy in the 3.0.0 readme.
