      Description

      1. Fix app manager install/uninstall
      2. Update JUnit to version 5
      3. Stop skipping tests in build
      4. Change IGB to version 10.0.0
      5. Fix IGB Apps as necessary for new IGB version
      6. Update Windows signing key -> In progress in IGBF-3541
      7. Fix BioViz Connect not loading data -> issue with CyVerse
      8. Update BioViz.org to detect M Mac chips -> provide both installers
      9. Why is installer so big? -> the JRE is big
      10. Test FlatLaf - night/day look -> Will use the "light" LAF for the release (were using "metal" LAF on Linux, "Aqua" on Mac? , and something else for Windows)
      11. Fix build process warnings and errors
      12. Update IGB developer documentation for how to run IGB through an IDE, including how to attach a debugger
      13. Further document how to create the various JREs through Install4Jv10
