Add ProtAnnot icon to IGB

          Description

          The ProtAnnot icon that is currently being used in the IGB App Manager should be added to the options that pop up for a user when they right click on a gene annotation (i.e., the context menu). The "BLASTX nr protein database" option in that same menu currently has a double helix icon next to it in that same menu, for example.

                Test Instructions:

                • run 
                  mvn clean install
                • Open IGB, go to App Manager -> Manage Repositories -> Add, in the URL field add path to the target folder.
                • Start ProtAnnot with an icon appears on IGB tools.

                Tested with Dr. Freese, the ProtAnnot icon appears in IGB now and the code changes look good. Ready for pull request.

                Icon appears in Tools menu.
