Rebase UCSC REST work onto main-JDK21-with-javafx-no-theme

          Description

          Situation: Now that a large part of the work for adding the UCSC REST has been completed, we need to rebase the work on top of the latest JDK21 branch (main-JDK21-with-javafx-no-theme).

          Task: Rebase IGBF-3501 work on top of main-JDK21-with-javafx-no-theme.

          Note: The main-JDK21-with-javafx-no-theme branch is still a development branch. We still need to create a release branch, and the current plan is to not include the UCSC REST work in the release, though this could change.

              Rebased the main-JDK21-with-javafx-no-theme branch into the IGBF-3501 branch and resolved the conflicts and dependency issues. This is the updated branch: https://bitbucket.org/jaya-sravani/integrated-genome-browser/branch/IGBF-3501. As discussed with Nowlan Freese, will not be creating a PR now, will be creating it once the release is done or if anything changes in the future.
