Disabled SVG Export options reenable when IGB restarts

          Description

          While testing issues related to saving SVG images in IGB I noticed that the resolution drop-down and the "whole frame" option were disabled by default for SVG files...

          ...however, if you save an SVG image and then restart IGB you will notice that the options listed above are no longer disabled. Instead they are ENABLED.

          SVG images are resolution independent, so this option should definitely remain DISABLED at all times for SVG files, but whether or not to disable the "Whole Frame" option should be discussed with the IGB team.
