Implement a more robust "weighted" menu to support the dynamic addtion/subtraction of menu entries

          Description

          We need a menu which will be sortable by a weight to allow a preferred ordering of menu items to be implemented despite the dynamic nature of the services providing menus/menuItems.

          The currently implementation seems to almost achieve this, but is not a true weighted implementation.

                Under the File menu it seems that "Load Session" and "Save Session" have switched places. In 8.3.1 "Load Session" is above "Save Session".

                Also, under the Tools menu it seems that "Configure Web Links", "Scripts" and "Thresholding..." are now out of order.

                The Tabs menu and Help menu is also out of order (many things have switched places).

                Testing verifies that everything is organized as expected. We may still want to examine the best organization for certain menus, such as the Help menu (IGBF-444).

                Since this story is resolved it will now be closed.
