Implement a more robust "weighted" menu to support the dynamic addtion/subtraction of menu entries

          Description

          We need a menu which will be sortable by a weight to allow a preferred ordering of menu items to be implemented despite the dynamic nature of the services providing menus/menuItems.

          The currently implementation seems to almost achieve this, but is not a true weighted implementation.
