Fix SAMtools tag color opening behind Color By window on Mac

          Description

          Situation: The SAMtools Tag Color Mapping window opens behind the Color By parent window on Mac. It should open in front of the Color By window.

          Task: Fix it so that the SAMtools Tag Color Mapping window opens in front of the Color By window.

          To reproduce:

          1. Open the hg38 human genome (H_sapiens_Dec_2013)
          2. Go to chr16:28,931,601-28,939,711
          3. Select File > Open URL...
          4. Paste the following URL and click OK - https://quickload-testing.s3.amazonaws.com/smokeTestingQuickload/H_sapiens_Dec_2013/Bam/BAM_hg38_10k_PBMC_CD19.bam
          5. Click Load Data
          6. Right-click on the track label and select Color by...
          7. In the Color By dropdown, select SAMtags
          8. Click Configure Tag Color Mapping
          9. The SAMtools Tag Color Mapping will open behind the Color By window on Mac.

              Tested Deepthi's changes locally, the SAMtools Tag Color Mapping window is no longer opening behind the Color By window. I didn't see any new issues with the Color By functionality as a result of this change. Ready for next steps!
