Currently in IGB, if a track has been opened but data has not been loaded then track operations are disabled. However, if a track is loaded on any chromosome then a user can go to a chromosome containing unloaded data and select a track operation.

This causes a new track to appear with a label that corresponds to the selected track operation, but there is actually still no data available for the track operations track or its parent track (this makes sense since a user has not yet clicked "Load Data").

Upon loading data, the tracks become filled with the appropriate data.

A user should be able to do this before loading any data at all.

This is what should happen:

-The track operations should always be enabled when a track label is selected (even for a track with unloaded data).

-A user may select any number of track operations and then new empty tracks would be added with a label that corresponds to the selected track operation (no data would be seen though; the track remains grey)

-Upon clicking "Load Data" the parent track's data would load and then the track operators in "queue" would run for the parent track and all of the empty tracks would become filled with the appropriate data.

This would enhance the user experience in IGB.
