Move the "Creating a Quickload Site" page in the User's Guide

This story was created to serve as a reminder for the task of moving the "Creating a Quickload Site" page in the User's Guide.

This should be it's own page rather than being a child page under Advanced Features.

Additionally, move the "Custom Genomes (Genomes not in IGB)" page directly underneath the "Creating a Quickload Site" page.
