Image save dialog from ProtAnnot needs to remember file name & destination used most recently.

          Description

          Saving images from ProtAnnot is painful because ProtAnnot doesn't remember the file name or destination file most recently used.

          Please fix.

          Let's make a new image saving widget that all plug-ins can use so that we don't have to keep re-inventing the wheel for every new app.

              Testing for this issue included:

              -Verifying that the last used destination was being remembered when restarting an PA/IGB session.
              -Verifying that the last used file name was being remembered during the same PA session.
              -Verifying that the last known destination and file name were being updated to other open PA windows after saving in another PA window.
              -Verifying that the default file name is "ProtAnnot.png" after resetting IGB preferences to default.
              -Verifying that the default save destination is the user's home folder after resetting IGB preferences to default.

              Since this issue is resolved this story will now be closed.
