Improve scrolling speed at maximum zoom levels in ProtAnnot

      Description

      Prot Annot may have a usability issue where the scroll bar moves very slowly when zoomed all the way in.

      A user may wish to look at the finer details of a model in ProtAnnot, but when they attempt to scroll left or right the screen pans at a snail's pace.

      Maybe we can adjust the speed of the scrolling when clicking the scroll bar or maybe there is a better solution.

      We should discuss this to determine if there is an elegant solution to this problem.

          See attached PAXML file to open a PA window where the problem exists. Open up the PAXML file and zoom into a gene to see the amino acids displayed on the exon and then try to scroll left and right to observe that it is very slow.

          We could possibly improve this by using a hand (grab) tool or by implementing some horizontal scroll arrows that scroll at an acceptable pace.
