          Description

          Move NCBI Primer App from "experimental apps for IGB" repository into its own dedicated Bitbucket repository.

          This task will involve modify the pom.xml since the "parent" POM will not longer be available.

          Re-write the POM a bit. Just get it to build in the bitbucket environment and copy the jar and repository.xml to the Downloads section so that a tester can add Downloads as an App repository and download and run the App from there.

                Comment [ NCBI primer app now has its own repository. Bitbucket pipelines are configured and App is getting built and jar file plus repository.xml is getting copied to Downloads.
                Confirmed that I am able to install and use the App from the Downloads folder of the new repository: https://bitbucket.org/lorainelab/ncbi-primer/downloads/

                For next steps, please request transfer of repository ownership to "lorainelab" (in lieu of pull request)
                If bitbucket asks you to identify a project the repository should belong to, choose "IGB Apps".
                Once that is done, I will re-configure to enable bitbucket pipelines.
