Investigate IGB update on startup

          Description

          Situation: While investigating IGBF-3130 we noticed that IGB was reaching out to https://bioviz.org/igb/releases/current/updates.xml on startup. This URL is provided in updates.properties within the Update plugin of IGB. Our initial thought was that the process of checking for updates was part of Install4J and not part of the IGB code.

          Task: Investigate what the Update plugin within IGB is doing. Is it required for checking for updates? Is it legacy code that can be removed?

                It may be worth stopping IGB from checking for updates on startup. Scientists often prefer to use the same piece of software for the sake of consistency within their research. So a popup asking them to update every time IGB starts up may be annoying. Instead, we could add a dropdown menu option under Help that would check for updates and if a new update was found, would inform the user to go to bioviz.org and download and install the update.
