We probably also should change the "note" to make it more clear that a link is not "removed".

Here is an option for how we can say this:

Text to show when the file is private:

Note: If you create a public link, then anyone can use the link to download the file or view it in IGB.

Text to show when the file is public and has a public link:

Note: If you make a file private, its link will no longer be active, and no-one can download your file or view it in IGB.

Probably we will iterate "on off alternative". A good thing to test would be whether a button or a switch UI component works better for users - harder to make a mistake, easy to recover if a mistake is made, requires little thought to use the interface, etc.
